CNOOC started its aid to Nima County of Tibet Autonomous Region and dispatched officials to the county in 2002. The company sets clear objectives and implementation plans for each phase to make the aid work effectively.

The objective of the first phase was to basically change the impoverished situation of Nima County . With rich experience in project management, CNOOC conducted comprehensive management on the investment, scheduling, quality and safety of the project. As a result, 10 projects with an investment of CNY 60 million have been successfully completed including the construction of a trunk road and office building for county officials, a solar power project for 2, 000 households and training program for county-level officials.

In the second phase, CNOOC placed priority on the farming and pasturing areas. It adopted an approach to help the county build up its own capability to step out of poverty through the relief initiative. The objective is to considerably improve the living conditions and standards of local people. In the second phase from 2005 to 2007, CNOOC planned to invest RMB 45 million, of which RMB 27.27million was already spent in 2006.
