The State Council and the Central Committee of Chinese Communist Party appointed Wei Liucheng as President of CNOOC and the Secretary of the Communist Party Group of CNOOC.

August 18

The special supervisor of the State Council started to stationary in CNOOC.

Wenent W.Y.Pan, President of Taiwan Chinese Petroleum Corporation headed a delegation to visit the Mainland at the invitation of CNOOC.

The Mid-year Work Meeting was held in Beijing. And for the first time CNOOC made a systematic and detail analysis on the composition of barrel oil cost.

The Party Group of CNOOC proposed that " Cost #990000uction is only means for Chinese offshore oil industry to survive and develop further" in dealing with the severe situation of slump of global oil prices.

A signing ceremony was held in the Parliament House of Netherlands for the Framework Agreement on the Preparations for establishment of the Sino-Foreign Joint Venture Company on Nanhai Petrochemical project jointly invested by Royal Dutch Shell Nanhai Co., Ltd and CNOOC, the People's Government of Guangdong Province and China Merchants Holdings Co., Ltd., CNOOC President Wang Yan and the Chief Executive Officer, Mr. Henkes of Shell International Chemicals, put their signatures on their respective behalf. Premier Li Peng, and Dutch Prime Minister Mr. Kok were present. In this project, the Chinese partners and Royal Dutch Shell each holds 50% shares and CNOOC takes 40% of the shares, having a leading role among the Chinese shareholders.
