At the expanded meeting of CNOOC Communist Party Group, CNOOC development strategies for the "Ninth Five Year Plan" period were determined as : Running oil and gas in parallel with emphasis given to natural gas, adding new reserves, Increasing the production, Developing downstream projects, Expanding overseas ventures, Renovating the system and Strengthening the management to make CNOOC into an international companies group with a strong capability and integrated upstream and downstream business.

The shipment of 30,000 tons of crude oil produced from Maccala Strait for CNOOC shares arrived Nanjing. This is the first shipment of crude oil produced from overseas for China.

The former subordinates of China Offshore Oil Bohai Corporation (COBHC), including the Drilling, Shipping, Platform fabrication, Offshore Engineering companies, the former subordinates of China Offshore Oil Nanhai West Corporation (CONHW), including the Drilling and Shipping Companies were separated from COBHC and CONHW, and became affiliate companies directly under CNOOC, i.e: China Offshore Oil Northern Drilling Company, China Offshore Oil Northern Shipping Company, China Offshore Oil Platform Fabrication Company, China Offshore Development and Engineering Corporation, China Offshore Oil Southern Drilling Company and the China Offshore Oil Southern Shipping Company.
